We designed the Saipan 200 EFI for adult daily commuters who want 50-state legal certification, real cold-start reliability and the highway-speed stability that comes from 14-inch wheels and a 49.4-inch wheelbase. The 168.9cc EFI engine delivers 56+ MPH for city streets and suburban roads up to 45–56 MPH speed limits. 331 lb max load fits riders up to about 290 lb plus cargo. The 29.5-inch seat height lets riders from 5'0" to 6'2" plant both feet at a stop. An M-class motorcycle endorsement is required in most states. Registerable in all 50 states, including California.

Not Recommended For:

Assembly Time

Without a valid, reachable contact number, your carrier cannot complete delivery. If we cannot reach you, your order may be returned at your expense.

2 · Shipping & Delivery — LTL Freight

Your Saipan 200 ships via LTL (Less-than-Truckload) freight from our U.S. warehouse in California or Texas. The carrier will contact you to schedule a delivery appointment — make sure your contact information is current. Large freight trucks cannot enter narrow roads or tight residential areas. You must meet the driver at an accessible point, or arrange terminal pickup if needed. Inspect the crate carefully before signing the delivery receipt. If damage is found, note it on the receipt and contact us immediately with photos.

3 · Title Paperwork — MSO and Bill of Sale Shipped Separately

The Manufacturer Statement of Origin (MSO) and Bill of Sale are mailed via USPS separately from the scooter itself — do not register or attempt to title the vehicle before receiving and inspecting both documents. If you have not received the paperwork within 2–3 weeks of delivery, contact X-PRO support at xprousa.com/pages/contact-us. Save both documents — they cannot be reissued easily if lost.

4 · Assembly & Setup

The Saipan 200 EFI ships 85% pre-assembled in a reinforced metal crate. Professional mechanic assembly is strongly recommended. Improper DIY assembly voids safety guarantees and can lead to mechanical failure. Regardless of who assembles it, you must tighten all bolts and apply thread-locker (Loctite) before the first ride. Vibration will loosen factory settings during use — this is a required pre-ride step, not a defect.

5 · Engine Maintenance — Gas Models (EFI)

Change the engine oil before your first ride — factory fill is a break-in oil not suitable for extended use. Skipping this step is the leading cause of engine seizure on new scooters. Use 10W-40 4-stroke motorcycle oil and unleaded gasoline (RON 92+ octane) only. Because this is an EFI (Electronic Fuel Injection) system, do not pour aftermarket additives or carburetor cleaners into the fuel tank — they can damage the injectors. Fill the tank fully before starting the engine for the first time. Do not use high-pressure washers near engine, ECU or electrical components. Drain fuel for long-term storage.

6 · Real-World Performance

Top speed of 56+ MPH and estimated 73.5 MPG are measured under typical commuting conditions. Actual performance varies based on rider weight, terrain type, road conditions, ambient temperature and fuel quality. Riders near or above the 331 lb max load capacity may notice a reduction in top speed and acceleration. Do not expect maximum rated performance in all real-world riding conditions.

7 · Storage

For long-term storage (30 days or more), drain the fuel tank — even with EFI, old fuel can degrade injector performance. Disconnect the 12V starter battery if storing for more than 60 days to prevent discharge. Store the scooter indoors in a dry, temperature-stable environment, covered to protect from dust. Before returning to service after extended storage, inspect all bolts, tire pressure, brake function and battery charge level.

8 · Safety & Rider Requirements

This scooter is designed for riders age 18 and older. Because the engine displaces 168.9cc and the scooter is capable of 56+ MPH, most states classify it as a motorcycle and require an M-class motorcycle endorsement or motorcycle license to operate it on public roads — check your state DMV. EPA, CARB and DOT certified — registerable in all 50 states including California. Always wear a properly fitted DOT-approved helmet and appropriate protective gear — helmet is not included with the scooter. Maximum weight capacity is 331 lb (rider plus cargo) and must not be exceeded. Top speed of 56+ MPH is not suitable for sustained interstate highway use.

9 · Break-in Period

We recommend a break-in period for the first 3–5 hours (approximately 300 miles) of riding. During this period, avoid sustained full-throttle operation and vary your speed to allow the engine and drivetrain components to seat properly. After break-in, perform an oil change and re-inspect and re-tighten all bolts. A properly completed break-in reduces early wear and extends service life.

Does the Saipan 200 have a carburetor or fuel injection?
Electronic Fuel Injection (EFI) only — no carburetor. EFI delivers easier cold-start performance, better fuel economy, smoother throttle response and approximately 5–10 percent more power than a carbureted version of the same engine. The ECU compensates for altitude, temperature and humidity automatically.
What is the top speed and how fuel-efficient is it?
Top speed is 56+ MPH (varies with rider weight and road grade). The 168.9cc EFI engine delivers an estimated 73.5 MPG. The 5-liter (1.32 gal) fuel tank gives a realistic mixed-use range of roughly 90 miles per fill-up.
How much assembly is required when it arrives?
The Saipan 200 ships 85% pre-assembled in a reinforced metal crate. You finish the front wheel, handlebar clamp bolts, rear shock mounting bolts, battery, front panel and front fender, rear rack, mirrors and wheel balance weights. Expected time is 45–60 minutes for someone with basic mechanical ability and standard hand tools. A helper for the front wheel and rear shock is strongly recommended.
What is the rider weight and height limit?
Maximum load capacity is 331 lb (≈ 150 kg), which includes rider plus any cargo or passenger. Seat height is 29.5 inches, which suits riders roughly 5'0" to 6'2" comfortably. Heavier riders will see slightly lower top speed and acceleration.

What tools come in the box?
No tool kit is included. You will need basic hand tools (wrench set, screwdrivers, and ideally a torque wrench). A DOT-approved helmet is required for safe riding and is sold separately. The rear trunk is also not included — only the rear rack is standard.
Is the 12V battery already installed?
The 12V / 7Ah maintenance-free starter battery ships inside the under-seat compartment but disconnected for shipping. During assembly you place it in the tray and connect the Red (+) lead first, then the Black (−) lead. Charging before the first ride is recommended.
Can it carry a passenger?
The Saipan 200 is sold and registered as a single-seat moped scooter. Passenger use depends on the seat configuration of your specific delivered unit and your state's motorcycle passenger laws. Combined rider plus passenger plus cargo must stay below the 331 lb load limit.
What kind of fuel does it take?
Unleaded gasoline, octane rating RON 92 or higher. Always fill the tank fully before starting the engine for the first time — running with very low fuel during break-in can cause EFI starting issues.
Does it come with a windshield, trunk or saddle bags?
No. The Saipan 200 comes with a rear rack and under-seat storage but no windshield, no top-case trunk and no saddle bags. These are available as separate accessories from XProUSA or PowerSportsMax.
What's the difference between the Saipan 200 and other X-PRO 200cc moped scooters?

Will my Saipan 200 arrive with title paperwork?
The Manufacturer Statement of Origin (MSO) and Bill of Sale are sent by USPS separately from the scooter itself. You take both documents to your state DMV to get the title and license plate. Some states also require an in-person inspection. Save both documents — they cannot be reissued easily if lost.
